The Albany County Land Bank is seeking proposals from qualified and experienced firms, individuals, or teams to provide real estate development and planning consultant services to support the redevelopment of several clusters of real property located within the City of Albany, including properties within Federal Opportunity Zones. The Land Bank This RFP seeks experienced professionals to analyze, identify and structure real estate development plans and assist with the creation of competitive solicitations of developers to undertake the plans. This engagement will consist of creating specific and actionable real property disposition plans that capitalize on current market conditions and leverage available real estate holdings, recent updates to local zoning ordinances, and a variety of available economic incentives and existing neighborhood plans to facilitate meaningful redevelopment outcomes within several distressed neighborhoods in the City of Albany. Through this engagement the Land Bank is especially interested in creating economically viable redevelopment outcomes that provide quality affordable housing for persons of all incomes, increase opportunities for homeownership, advance local and community priorities and improve quality of life for existing and future residents.
The Albany County Land Bank plans to select a consultant on the basis of factors stated in the RFP which include the quality of the proposal, the qualifications and experience of the consultant team and the proposed fee. Proposals are due by 4:00 PM on Friday, June 28, 2019. A mandatory pre-proposal meeting for this RFP will be held on Wednesday, June 19, 2019. Attendance of, and RSVP to, this meeting is required. All RSVPs to the Pre-Proposal Meeting must be provided to the Sole Point of Contact by 5:00 PM on Monday, June 17, 2019.
